KMC EPC FUNDING
EPC stands for engineering, procurement, and construction, and EPC projects are large-scale construction projects that are managed by a single EPC contractor. EPC projects are typically funded by a combination of equity (investment capital) and debt (borrowed capital) from a variety of sources, including banks, financial institutions, and investors.
The fundamentals of EPC project funding involve balancing the need for upfront capital to finance the project with the need to generate returns on investment over the long term. This typically involves careful planning and forecasting of costs and revenues, as well as effective risk management to minimise potential losses and maximise returns.
In addition to managing the financial aspects of an EPC project, the EPC contractor is also responsible for overseeing the engineering, procurement, and construction phases of the project. This involves coordinating the work of multiple contractors and suppliers, as well as ensuring that the project is completed on time and within budget.
To successfully manage an EPC project, the EPC contractor must have a strong understanding of the technical, financial, and logistical aspects of the project, as well as the ability to manage and motivate a large team of workers and contractors.

KELVIN HONG | CHIEF EXECUTIVE OFFICER
Spanning over 20 years in the wealth management sector, the CEO ventures both local and offshore markets, involving dynamic countries like Singapore, Malaysia, Indonesia, Thailand, Hong Kong, and China.
He also holds a master’s in finance, and due to the nature of his work scope and track record, he is also very familiar and holds good relationships with UHNWIs and HNWIs, fund houses, family offices, private funders, and multinational banks in Singapore, China, Europe, America.
With a keen acute business acumen, coupled with a strong leadership attribute, he leads Kairos Management Consult with the main objective of helping clients to meet their key and realistic targets, through his expertise in complementing and linking various crucial stakeholders.
CHONG LEE YEAN | CHIEF INVESTMENT OFFICER
Chong Lee Yean is a seasoned finance and investment professional with over 15 years of diverse experience spanning private equity, corporate finance, asset management, and strategic partnerships across Southeast Asia. She is currently the Head of Investments, Private Markets and Strategic Partnerships at Lexasure Financial Group, where she leads fundraising and market expansion initiatives. Previously, she was Vice President of Corporate Finance at Euda Health Holdings, where she played a pivotal role in its successful NASDAQ listing and M&A activities.

Her earlier roles include senior positions at Galena Asset Management, where she helped launch an award-winning commodities fund, and at Malaysia Steel Works, managing large-scale trade finance and structured financing deals. Chong began her career in auditing before moving into finance leadership roles in construction, media, and retail.
She holds a BSc (Hons) in Accounting from Queen’s University of Belfast and certifications in fund management from IBFSG Singapore. Fluent in English, Malay, Cantonese, and Hakka, she is deeply engaged in mentoring and community activities, including with Openspace Ventures, Singapore Women in Financial Services, and the Ireland Funds Singapore. Outside of work, she enjoys travelling, Muay Thai, golf, and boating.
CHILTON LOH | CHIEF FINANCE OFFICER
Chilton Loh is a seasoned veteran in Human Resources with an impressive 30-year track record specializing in headhunting for the banking and legal sectors.
Renowned for his keen eye for talent and deep understanding of industry dynamics, he has successfully placed top executives in key positions, driving organizational excellence and fostering leadership within these critical fields.
In addition to his HR expertise, Chilton is a senior executive in financial solutions, specifically focusing on Engineering, Procurement, and Construction (EPC) projects, including Standby Letters of Credit (SBLC).
His extensive experience allows him to navigate complex financial frameworks and provide strategic insights that enhance project funding and risk management.

ALAN LIM | CHIEF MARKETING OFFICER
Alan Lim is a seasoned legal marketing and business development professional with over two decades of experience in the legal services industry. He played a foundational role in establishing JTJB Malaysia in 2001, where he began as Office Manager and rapidly broadened his scope to include business development, marketing, brand management, and event strategy.
Currently, Alan is a key figure at Rahayu Partnership, an international law firm in Malaysia, where he drives strategic growth and revenue generation. Known for his sharp eye for business opportunities, he plays an integral role in strengthening the firm’s market presence and fostering long-term client relationships.
A specialist in brand positioning, Alan has successfully elevated the firm’s profile through active promotion in top-tier legal directories such as Legal 500 and Chambers & Partners, while expanding its global footprint through alliances with prestigious international networks like JTJB and MSI Global Alliance.
Alan’s expertise in event planning has been central to client acquisition and engagement. He spearheaded high-impact initiatives such as the Singapore Short Law Course (2008–2017) and the International Business Law Conference in Bali (2013–2018), which significantly enhanced the firm’s visibility and business development efforts.
Beyond his role in legal marketing, Alan holds directorships in several companies, where he ensures legal and regulatory compliance while safeguarding client interests.
LIM CHEEK YONG | CHIEF TECHNOLOGY OFFICER
Lim Cheek Yong graduated with an honor degree in Computer Sciences (Bcs (H)) from Acadia University (Canada) in 1994. He was admitted to the prestigious Information Communication Institute of Singapore (ICIS) in 1995 in a government sponsored program specialized in training Singaporean as project managers. For the training received in ICIS, he was doubled conferred a Post-graduate Diploma by NanYang Technological University (NTU, Singapore), and a Master in Sciences (Msc., Network Software Management) by University of Essex. In 2002, Cheek Yong was conferred with his second Master in Sciences (Msc., Information Systems) by the National University of Singapore (NUS, Singapore).
Throughout his career, he was involved in a number of government projects as Software Engineer and as System Engineer in companies providing solutions to uniform groups. Mr. Lim has subsequently moved through the ranks and was appointed as a Technical Director in a GLC where he oversee a profile of military and home team security projects; including high profile systems for local and overseas military forces.
He went on to setup his own company in end 2010. Major projects won by his company includes the delivery of defense related systems to local and overseas government agencies.
ANTHONY LEE SEK HOCK | VICE PRESIDENT (VIETNAM, CAMBODIA & LAOS)
Anthony Lee graduated from The Chartered Institute of Management Accountants (CIMA), and an ACMA and CGMA member. He is a Chartered Accountant of Malaysian Institute of Accountants, a member of the Malaysian Institute of Certified Public Accountants, and ASEAN CPA.

Prior to his joining of the KCC GROUP, Anthony had held various senior finance and management positions in companies spanning automotive, food and dairy farm projects, properties and brokerage industries covering the Asia Pacific region for 15 years.
SILVANIA PARSAULIAN M | SENIOR VICE PRESIDENT (INDONESIA)
Graduated from Post Graduate School of Engineering & Applied Science, Aston University, UK and Institut Teknologi Sepuluh Nopember (ITS) Surabaya, majoring in Telecommunication Engineering
Prior joining KMC, she had several years of experience in banking industry with role mostly to deliver the best customer experience & solution while in line with company policy & regulations, and also to develop, manage & support marketing team & activity
She had the opportunity to experience working in the oil field environment as a DSE, Drilling Service Engineer for Schlumberger drilling operation, a name in oilfield services company.
DR. M YULIANT SYUKUR | VICE PRESIDENT (INDONESIA)
Dr. M Yuliant Syukur, boasting over 30 years of exemplary experience, is a revered expert in the Indonesian infrastructure and various other sectors. Notably serving as a Senior Partner at KMC Group, a distinguished financial advisory firm specializing in infrastructure financing and investment strategy, Dr. Yuliant's profound understanding of the Indonesian business landscape is instrumental in addressing the nuanced financial and strategic challenges encountered by clients. His expertise in EPC funding process strategy further solidifies his role as a trusted advisor, inspiring unwavering client confidence in his guidance and counsel strategic and financial goals.
ZULFI AGUSTIAN | SENIOR PARTNER
Zulfi Agustian holds a Bachelor’s degree in Banking Management, having graduated in 1991 from STIE Perbanas Jakarta. Currently, he is part of KMC Group, focusing on the Jakarta, Indonesia region. With over 25 years of extensive experience in the banking and finance sector, Zulfi has spent 12 years in various national banks, specializing in marketing funding for corporate clients and individuals. He also contributed to a foreign bank in Jakarta, where he worked in the trade service division. Additionally, Zulfi has a strong background in the capital market, having spent 13 years at several asset management companies in Jakarta, culminating his career as the Marketing Director. His diverse expertise makes him a valuable asset in his current role.
RAHAYU ABD GHANI | CHIEF LEGAL ADVISOR
Rahayu Abd Ghani is the Principal Partner of Rahayu Partnership, a boutique maritime law firm based in Kuala Lumpur, Malaysia. With nearly 25 years of experience in maritime and shipping law, she is widely regarded as a leading expert in the field. Rahayu earned her Bachelor of Laws (Hons) from the University of Newcastle Upon Tyne, UK, in 1996 and was admitted to the Malaysian Bar in 1999.
Her legal journey began as an intern at a Subang Jaya law firm specializing in shipping and admiralty matters, where she later completed her pupillage under one of Malaysia’s most respected maritime lawyers. She rose through the ranks to become a partner before founding Rahayu Partnership in 2011.
Rahayu’s practice focuses on non-contentious shipping law, with deep expertise in ship financing, ship sale and purchase, registration, and mortgage documentation. She regularly advises on complex cross-border transactions, representing public-listed companies, financial institutions, shipowners, shipyards, and international investors. Her experience spans structured finance, leasing, charterparties, ship construction and conversion, offshore energy units, and marine insurance.
Recent Notable Matters Include:
• Advising on the reflagging of FPSO units to the Malaysian Ship Registry for a public-listed company.
• Representing local development banks in financing acquisitions of anchor-handling tugs and oil product tankers.
• Acting for foreign clients in the acquisition of multiple fast crew boats from Malaysian shipowners and foreign builders.
• Advising foreign banks and legal counsel on ship registration under Malaysian Ship Registry (MSR) and Malaysian International Ship Registry (MISR).
Her clients benefit from her nuanced understanding of the maritime sector, including advice on transport and insurance law, contracts of carriage, protection and indemnity (P&I) matters, and vessel arrest and release.
In 2024, Rahayu marks 25 years of legal practice in maritime law, a testament to her enduring commitment, deep industry insight, and trusted counsel in Malaysia’s maritime legal landscape.
